This project is one of three projects selected by Kure city to be included in the Crowdfunding program in the form of Hometown tax payment (Furusato nozei) from February 1st to March 25th.

With this crowdfunding program, you can support us with only 2,000 yen in real terms, because you can receive a tax deduction for donations over 2,000 yen, just as you do for hometown tax payments. ABOUT THIS PROJECT

To build a place to introduce Vietnamese culture and cuisine. We aim to create a place where foreigners can learn Japanese language and culture, and Japanese people and people from other countries can easily interact with each other!

Thank you for considering us from among the many available projects.

Bich Dao Tran (from Vietnam) and Hidekazu Aoki (from Kure) are managing this project. 

We have been working in Kure City, Hiroshima Prefecture, with the desire to create a place for multicultural coexistence.

Since last year, we have been operating a Vietnamese restaurant called "Ngon Stand" twice a week as a test kitchen to serve Vietnamese people who make up the majority of the foreign population in Kure City.

We are currently setting up a full-service restaurant in a new location, separate from the shared kitchen.

Our goal is to create a place where Japanese and foreigners can exchange culture and language freely!

The opportunity of the idea

A - SITUATION OF FOREIGNERS IN KURE CITY (INCLUDING VIETNAMESE)

Bich Dao came to Kure City in 2018 and  has been working as a foreigner’s consultation staff at the Kure City International Exchange Center since 2020.  While working there, Bich Dao heard many stories from Vietnamese residents and people from other countries who had various problems and worries.

In many of the consultations, there were many cases caused by the Japanese language barrier resulting in the foreigner’s ability to have basic knowledge about Japanese rules.  As a result, various problems occur in their daily lives in Kure city, and in the worst case, there is a risk of leading to injuries, property damage or crime.

To resolve these issues, it is necessary for cooperation between the Japanese community and foreigners to first find exactly what the issues are and then work together to find solutions. 

However, even if both sides wish to cooperate, it is difficult and not easy to think about where and what they should do so. In the case of Vietnamese, there is no community, so it is difficult to spread information and cooperate with each other.

For example, the spouses of foreign workers often do not speak Japanese well enough, making it difficult to find a place to work. Therefore, it is difficult to get children into a nursery school. As a result, they have less time to study Japanese and less chance to interact with Japanese people around them. We need to break this vicious circle and come up with a good solution.

The number of Vietnamese residents in Kure city has been increasing rapidly with 5.6 times in 8 years (162 people→ 919 people in 2012-2020). In comparison to other countries, with the character of high rates of young age and still has a high pace of increase in the future. (Data from Kure City)

B - INTERNATIONAL FRIENDS WANT TO LEARN ABOUT VIETNAM'S CULINARY AND CULTURE

Japanese customers also want to experience Vietnamese culture and cuisine, but they often say that it is difficult to go to Hiroshima City. Actually, there was no Vietnamese restaurant in Kure. As a Vietnamese, Bich Dao wanted to carry out economic activities and create vitality in Kure City by introducing Vietnam to people from other countries.

Therefore, through the Ngon Stand we are trying to create a place where foreigners can learn Japanese language and culture, and at the same time, Japanese people and people from other countries can easily interact with each other!

In Ngon Stand, you can experience Vietnamese culture and taste original Vietnamese foods made using abundant local vegetables, water, and livestock. Ngon Stand is scheduled to open summer, 2022.

PAST AND FUTURE. THE ROAD TO CREATING A PLACE OF COEXISTENCE

To build the restaurant successfully, we divide our progress into 3 steps.


Step 1: Launch a shared kitchen for testing the viability of a Vietnamese restaurant in Kure city after participating in the renovation school of Kure city.

Step 2: Renovate a vacant building to promote and support multicultural coexistence.

Step 3: While running the restaurant, contribute to building community, educational activities, and other local events.

STEP 1
A - Participating in the renovation school of Kure city.

We participated in Kure City’s Renovation School in July 2021 with the aim of realizing this business plan faster. At the school, we were able to deepen our knowledge about the concept for solving the problems of the city, how to understand the local area, and how to raise funds and manage the business.  We met our best friends here too.

B - Do regional renovation and launch in the shared kitchen as a test time

Taking advantage of what we learned at the renovation school, we launched Ngon Stand as a test space in a shared kitchen of a historic building in Nakadori, Kure City from August 2021.  This prior to the full-scale opening of the official restaurant.


We chose the restaurant’s name to be "Ngon" which means "delicious" in Vietnamese, and we aim to provide dishes that will satisfy even the most finicky eater. We hope that every customer will feel free to drop in at "the stand" to replenish their energy and nutrition.


Thankfully, many customers have come to Ngon Stand since it opened. With the support of the people who support our activities, we have been able to continue our activities so far.  As such, we have decided to expand the business in order to realize the creation of a place for multicultural coexistence, as outlined in Step 2, and the help revitalize the area around Ngon at the same time.  The place we chose is a property we learned about while at the Renovation School. Ngon Stand will take the next step in the property that it was destined to meet.

Here's what we want to do with a full-fledged Ngon stand

1. A place to bring home cooking to Vietnamese residents. A place where Japanese and people from other countries can experience Vietnamese cuisine and culture.

In starting this business, we are pursuing an authentic taste by learning from the head chefs from Bún Chả Phố Cổ, an authentic Vietnamese food chain in Vietnam. We also use authentic spices.

The space is decorated with seasonal dishes and decorations, and you can interact with Vietnamese people to experience what it is like to be in Vietnam. By holding events unique to Vietnam such as birthday parties, weddings, Tet (Lunar New Year), and even cultural lectures, you can experience Vietnamese culture and promote cross-cultural communication.

2. Create a community, a place to convey the knowledge necessary for Japanese system and life & support foreigners who have difficulty in consulting with the city hall

Many foreign residents are having trouble getting the information and knowledge they need to live. Most of the reasons are Japanese barriers. There are many foreign residents who feel that the hurdles are high even when they go to the city hall where I work and consult.
Therefore, Ngon Stand will act as a consultation center and carry out activities to facilitate the sharing of knowledge.
In addition, we will actively disseminate information on local events, disaster countermeasures, social contribution activities, etc., and, at the same time, encourage more foreign residents to participate in such events.

3. Employment creation for part-time workers (especially child-rearing generation) & creation of employment (including Japanese language education) for people staying in Japan with the ‘dependent’ status of residence.

In Ngon Stand, we will create employment for foreign residents of the child-rearing generation (other than cooks). In addition, we also provide Japanese language education and teach Japanese necessary for daily life. We believe that this will help foreign residents to acquire solid language skills and secure local human resources.

4. Utilize the wonderful resources of our favorite city, Kure

When building our place, we will utilize the wonderful resources that Kure City has as follows.

◆Utilization of vacant properties and areas in the central city area (renovation)

The official restaurant will be renovated from a vacant building and areas in the center area of Kure city. By effectively utilizing idle real estate, we aim to improve the value of not only the building but also the entire area where the building is located.

◆Utilizing the power of local Japanese residents

The location of international exchange also requires the power of the Japanese people. We will actively hire students, especially those who are interested in international exchange, who want to study foreign languages ​​such as English and Vietnamese, and short-time workers. Our business style is divided into morning, noon, and night parts, and they can work flexibly according to their convenience.

There are many attractive products in Kure. We aim not only to effectively utilize the attractive products and improve the value of food, but also to revitalize the agriculture,  forestry, and fisheries industry. In addition, we will develop collaboration recipes and promote sales of Kure products to foreign residents.

Schedule until opening

From April 2022: After the end of crowdfunding, we will start designing the restaurant

From the middle of May to the middle of June: We would like to construct it. At the same time, we will also recruit staff. We expect that the construction will be completed in the middle of June

From the middle of June to July: Detailed interior work and on-the-job training for opening will be carried out

July 2022: We are scheduled to open the restaurant

Details about Return (Pledge rewards)

This crowdfunding is carried out in accordance with the "hometown tax payment" program promoted by Kure City. Support from individuals is treated as a donation to Kure City and is subject to "hometown tax payment". Please note that the courses that can be supported vary depending on whether the person who supports you lives in Kure city or outside of Kure city.

How to use the support money

The target for this crowdfunding is 2.1 million yen. A total of about 6.3 million yen will be required for the repair and equipment costs of the [Ngon stand], but the rest will be covered by own funds and borrowing.

Possible risks and challenges

Even if you do not reach the target amount, we will open the Ngon stand that you can cover with your own funds. [Ngon stand representative] Tran Thi Bich Dao 

Born in Vietnam in 1988. She came to Japan in 2016 and worked for a major internet mail order company as a technical intern trainee.
After she returned to Japan, she worked at a technical intern training institution. She is currently a staff member working at the Counseling Center for Foreigners at the Kure City International Exchange Center, and is also registered as a foreign language interpreter for the Hiroshima Prefectural Police. Besides that, she is mainly creating a place for Vietnamese residents as a representative of Ngon stand.

[ATAP representative] Hidekazu Aoki

Born in Kure City, Hiroshima Prefecture in 1983.  Since he was a student, he has been involved in many regional revitalization projects, and while currently engaged in management work at a commodity car transportation company in Hiroshima Prefecture, he also supports the opening of stores and foreign residents as a private business. Behind the Ngon stand, he is helping people renovate their stores and living spaces.

▷What is the hometown tax payment system?

It is a system that allows you to donate to your own "hometown" and the area you want to support. The amount of donation minus 2,000 yen will be deducted from the donor's income tax and the next year's residence tax. We will send a gift to the donor according to the amount of support. Therefore, donors can support the community with a [real burden of 2,000 yen].


※The maximum amount of refund / deduction varies depending on the salary income of the donor and the family structure.

※The tax deduction applies to the taxpayer himself / herself. When making a donation, please be careful about the name of the donation.

▷ To get a tax deduction

In order to utilize the hometown tax payment system and receive deductions from income tax and inhabitant tax, it is necessary to file a "tax return" or "one-stop special application".


1)When filing a final tax return: Kure City will send you a "donation receipt certificate" set for each return. Please keep it in a safe place. When filing your tax return for 2022, please attach the "Certificate of Donation Receipt" to your tax return and submit it to your local tax office.


2)When applying for a one-stop exception: Recommended for those who have trouble filing tax returns! This is a convenient mechanism that allows you to receive donation deductions without having to file a tax return after paying your hometown tax. At the time of support, there is an item to indicate whether you would like to apply for a one-stop exception. Kure City will mail the "Application for Special Exceptions to Declaration of Donation Tax Credits (One-Stop Exceptional Application)" to those who wish to do so. Please return it in the enclosed reply envelope.

※The one-stop special application can only be used by those who do not need to file a tax return and those who have less than 5 groups to pay their hometown tax.
